Brevet Capital (“Brevet”) today announced that BC East Coast Regional Center LLC, a USCIS-designated regional center affiliated with Brevet, has filed Form I-956F with United States Citizenship and Immigration Services (“USCIS”), a key milestone in making the Wharton Piers project available to EB-5 investors. Phase one of the Wharton Piers development features a 36-story, 620-unit market-rate residential tower on the Delaware River in Philadelphia, located within a high-unemployment Targeted Employment Area (“TEA”), allowing EB-5 investors to qualify at the reduced $800,000 minimum investment level.
The project’s senior credit facility of up to $150 million from Banco Inbursa was executed in February 2026, and the project has received support and continued coordination from multiple public agencies, including the Delaware River Waterfront Corporation, the U.S. Army Corps of Engineers, the U.S. Navy, the U.S. Coast Guard, and the National Oceanic and Atmospheric Administration.
Wharton Piers sits on approximately 8.5 acres across two historic piers at 1341 South Christopher Columbus Boulevard, along the Central Delaware waterfront, one of Philadelphia’s most significant long-term redevelopment corridors. In addition to 620 market-rate residences, phase one includes a three-level parking podium featuring nearly 200 parking spaces, a separate one-story retail building with more than 32,000 rentable square feet of retail and a publicly accessible waterfront esplanade that extends the Delaware River Trail by nearly 1,700 feet.
“This filing is an important and exciting milestone in the EB-5 process for Wharton Piers, its investors, and for the city of Philadelphia,” said Joan Hull, CFA, Director of EB-5 Capital Development at Brevet. “With the senior credit facility in place, significant advancement of the entitlement process, and job creation projections for the development in excess of EB-5 Program requirements as prepared by an independent third party, we are pleased with the continued progress and prospects for Wharton Piers. We believe the combination of strong institutional financing and public agency coordination can provide investors meaningful confidence in this transformative project.”
